DHA, working with the Institute of Cultural Capital (University of Liverpool/Liverpool John Moores University), reviewed the role of British Council in the UK City of Culture (UKCC) programme as both a funder and an ‘international partner’.
DHA led on the process, reviewing a range of documents and partnership agreements and interviewing internal and external stakeholders. We then workshopped findings with British Council staff and developed a Theory of Change model for use in future UKCC planning.
The final report included a series of recommendations for future role of British Council in UK City of Culture, from the bidding stage through to post-event evaluation. British Council is using it to support their current involvement with Coventry 2021, and to inform their work on a strategy for engaging with cities outside London.
